A. General Info

-A.1. Season Info
The Season will consist of a 1 week pre-season starting the week after the draft, which will then be followed by an 8 week 80 game season, and then 3 weeks of playoffs, for a total of a 12 weeks

-A.2. Game info
Games in the ECHL are:
Sunday-Thursday 8:30-9:30 pm EST

B. Lobbies and Stats

-B.1. Hosting rules
The home team is to host the lobby with the title of “ECHL(Away Abbreviation) (Home Abbreviation)” and a password of “echl”. If the home team has not created the lobby 10 minutes prior to the game start time, the away team has the option to make the lobby, which will then become the official lobby.

-B.2. Grace Period
Each team has the right to ask for 10 minutes in-order to give them time to find an ECU, or wait for a teammate to enter the lobby, the game must be started 8 minutes after the original game time, so it will end no later than 10 minutes after, if the team does not have their 6 players by then, it will be deemed a forfeit.

-B.3. Recording Stats
Each team is responsible for recording their stats, there are no additional stats that are needed to be taken by either team other than their own. Stats must be entered by 7:00pm EST the following day, or it will be ruled a forfeit, and the teams management may face a suspension.

C. Game Play Rules
* Please see rule C.9. if you feel any infraction has been made *

-C.1. Mercy Rule
The mercy rule comes into effect if a team is leading by 8 or more goals entering the 3rd period, or if an 8 goal lead is obtained at any point during the 3rd period, it is then the losing teams choice to stay in the game or not, however, if 1 player quits, the entire team must also quit.

-C.2. Computers
Computers (AI) are not allowed to score during a game when they are replacing a player who has left / lagged out of the game.

They are allowed to score in only 2 situations:
1) A player has fought, and the computer player replacing him is present.
2) A goalie has gone to the bench, and there is an extra attacker on the ice.

-C.3. Ragging the puck
Teams are not permitted to “Rag the puck.” Teams are allowed to go behind their net to set a breakout, but for no more than a period of 5 seconds

-C.4. Disconnects

--C.4.1. Skater Drops
If a player disconnects from the game, the game will be played until the end of the period, stats will be taken, and the game will be ended, and restarted as if it was the next period. If a teams player cannot return, they have 10 minutes to find a replacement player, or for that player to reconnect. If they cannot find a player, it will be a forfeit. Once the game has restarted, the player that lagged out, or the player replacing the lagged out player must take a 2 minute penalty.

--C.4.2. Goaltender Drops
If a goaltender disconnects, play is to be paused during the next whistle, stats are to be taken, and the game restarted. If a player cannot return, a team has 10 minutes to find a replacement player, or for that player to reconnect. If a team cannot find a player, it will be a forfeit. Once the game has restarted, the time is to be wound down until the approximate, or exact time the lag out occured, and a player must take a penalty. The 2 minutes for that penalty, will be charged to the goalie.

-C.5. Goaltenders

--C.5.1. Goaltender Interference
Goalies may not come out of their net unless going for a loose puck, if during that time, they make any attempt to get in the way of a player, or draw a interference penalty, they may face possible suspension.

-C.6. Time Loops
If the game loops back, anything that happened during that loop WILL count, if a team takes a penalty, they must retake that penalty, if a goal is scored, that goal will count in stats.

If the game loops, and the game ends, teams must follow a procedure similar to rule C.6.1

-C.7. Glitching
Any players caught glitching the game, such as juicing, will be blacklisted.

-C.8. Ineligible Player
An ineligible player is defined as:

- A player that has been suspended or blacklisted
- A player that has exceeded his or her games limit that week
- A player that has not yet been successfully traded to your team

If a team plays an ineligible player, the player and the teams management will be suspended.

-C.9. Infraction Made
If an infraction is made:

- A team must continue the game as best as they can
- A team or player is NOT to contact a league official during, or after the game. They are to file an official complaint located on the website in the player relations section

League Review:
The league will review all complaints, however, a suspension will only be made if:

-There has been multiple complaints over multiple games made against the same player or team
- The player being complained against has had previous suspensions for the same subject
- The complaint contains video, audio or picture proof of the incident

-C.10. "Cherry Picking"

Under no circumstances may a player cherry pick. This is defined as a player skating, or standing neutral past the red line while the opposing team has the puck, or there has just been a turnover / change of possession.


D. Rosters

-D.1. Owners
Owners are in charge of a team, they take care of all of the issues, stat taking, availability and line creating of a team. Owners are also allowed to blacklist players on their team for a limited number of reasons, these can be found in the management office, and are only available for team staff to read.

-D.2. General Managers
GM’s have the same abilities as owners, but it is the owners job to assign these jobs to the GM

-D.3. Assistant Managers
AGM's follow the same rules as a GM, they function as a second GM.

-D.4. Players
Players are required to post their availability, and show up for their scheduled games.

-D.5. Roster Requirements
Each team must have 12 Players

- At least 6 Forwards
- At least 3 Defense
- At least 1 Goaltender
Other 2 are your choice.

For a total of 12 players. (This includes the Owner, GM, and AGM)
You can then have 5 more in any position for a maximum roster size of 17

-D.6. Min/Max Games
For the beta season, there will only be a minimum games limit, due to the fact there may be inactive people

Forwards:
- 3 Game Minimum

Defenseman:
- 3 Game Minimum

Goaltenders:
- 3 Game Minimum

For the Beta Season, the only position lock will be:

Goalie must play Goalie

Any skaters (F,D) May play any position other than Goalie

Training camp players are classified as ECU’s. A team may use an ECU at any position they wish.

-D.7. Max Roster Size
A team must have 15 players by the start of Week 1, and each roster maxes out at 17 players.

-D.8. Training Camp

--D.8.1. Training Camp Players

Training camp players are randomly assigned players throughout the season, a team may permanently call up a training camp player to fill a roster spot.

Training camp players when called up as an ECU, are allowed to play any position, there is no position lock on ECU’s / Training Camp Players.

E. Weekly Scheduling

-E.1. Lines

Lines must be posted weekly, there is no specific way, it just needs to be eligible, state who you are playing, the time, and whose at what position, as well as the manager of that game, doesn't nesicarily have to be someone in that given game.

-E.2. Availability

People who post availability MUST be played, players who don't, do not have to be scheduled for that week. Availability can be given through the website, or a message on xbox.

F. Roster Moves

-F.1. Trading

All trades must go through the league staff, and must be have verbal or written communication from both owners, once a trade has been approved, it will not be completed until the end of the week. Trades CANNOT be reversed once accepted. If a player in a trade is inactive, or refuses to play, there can be a compensation made from either the other team trading, or a random assignment.

-F.2. Player Releases

You may not release players unless under a special circumstance, you must come to us and explain why, more often than not, he will stay on your team, unless it is really needed.

G. Draft

-G.1. Draft Order

In our first season, the draft will be randomly done, and will be filmed, in the following seasons, the draft will be much like the real NHL, determined by order of elimination in playoffs, then by a draft lottery for the teams that did not make the playoffs, with more of a chance for lower teams to get the top spot. (Teams that make the playoffs will have 0% chance to get anywhere outside of the amount of teams in the playoffs, they cannot get any of the bottom spots, again like the NHL)

-G.2. Draft Conduct

The draft will be conducted at a time where all of the owners can make it, and will be determined exactly about a week - two in advance, but there will be a tentative date made. Each team will have 2 minutes to make their pick, giving them time to consult with their team, and let docs update. If they do not pick, they will forfeit their pick, and teams that do so, will have a (multiple if multiple forfeits) player assigned to them after the draft.

H. Salaries

All salaries are determined by draft position, and bidding price this season, will be based on performance in upcoming seasons

I. Code of Conduct

-I.1. Team Communication

We want our league to have a good reputation, so we ask all players, and league officials to conduct themselves in an appropriate manner in parties, and game chat during games, as well as in various team related events.

-I.2. Website Conduct

We want our league to have a good reputation, so we ask all players, and league officials to conduct themselves in an appropriate manner in posts, and topics created, as well as during any league related events.

-I.3. In Lobby and Website Chat Box

We want our league to have a good reputation, so we ask all players, and league officials to conduct themselves in an appropriate manner in the various chat boxes, excessive use of inappropriate language / harassment / threats can be a punishable offense.

-I.4. Management Quitting

If a teams owner steps down during the season then there are a few options for consiquences.. here they are.

1) Steps down with no replacement and no warning - rest of current season and next season blacklist

2) Steps down with no replacement and with a warning - rest of current season blacklist (if late in the season, there may be a further punishment)

3) Steps down with a replacement and no warning - rest of current season blacklist (if late in the season, there may be a further punishment)

4) Steps down with a replacement and a warning - 2 week suspension, added into F/A

*A replacement can include your teams GM

If a teams GM steps down, here are the consiquences.

1) No replacement - Rest of the season

2) With a replacement - 2 Week suspsension, and added into F/A

J. Suspensions & Blacklisting

-J.1. Player Suspensions

Players can be suspended for breaking any of the rules above, with sufficient evidence, or multiple complaints.

-J.2. Management / League Staff Suspensions

Management and League staff can be suspended for breaking any of the rules above, with sufficient evidence, or multiple complaints.

League officials can be suspended, have their duties removed, or be blacklisted for trying to benefit their team, a player of their team, or bend the rules for them in anyway.

-J.3. Blacklisting

Blacklisting will be done by teams management, there will be a section to do this, and must follow a template, there must be proof, and then the league staff will review it, and choose an action to follow.

1) You must message the player and 2 league staff stating the blacklist and the reason, as well as that they have a week to appeal to the PA

2) Players may appeal to the PA within a week of their blacklist.

Here are the approved reasons for blacklisting by team management: (There must be proof shown for all of these reasons)

- 2 Weeks of no availability
- 1 Week of all games missed
- Requesting to be blacklisted
- Abusing team, threatening team, or any players / management involved with the team.

K. League Staff

-K.1. Founders

The people that created the league, they are in charge of everything, in and around the league.

-K.2. Commissioners

People the founders have hired as league staff, each commissioner will be in charge of running a certain thing within the league, with the league founders help, go to them with any issues in regards to their various categories.

-K.3. Board of Governors

People you can go to for help, in charge of helping with complaints / dealing out suspensions, as well as recommending rule changes, and suspensions. Also are allowed to review blacklists, and accept if need be.

L. Player Draft and Free Agent Eligibility

- L.1. Draft Eligibility

In order to be draft eligible, you must scout with at least 2 teams, this is to prevent people from signing up, and having friends draft them without scouting.

All players are eligible for the draft this season provided they scout

- L.2. Free Agency Availability

Any player that signs up after the draft, or has not been drafted.

In order to be in bidding, you must also scout for 2 teams, if you do not, you will be randomly assigned to a team with a need for your position.

Players that do not scout come draft time, will automatically be put into the random assignment pool.

M. Free Agency

-M.1. UFA’s

Players can be bid on (off season) or claimed by any team (during the season)

-M.2. RFA's

Players previous team has first chance to bid on them, if they choose to resign them for their new price, they can, if not they will be put into the bidding pool (off season) or waivers (during the season)

-M.3. Bidding Procedures

Bidding will be conducted after the Rookie Draft (Just a normal draft for season 1) and will last for the week prior in 2 sessions, to be determined, the winning bid after a 12 hour period after the first bid is made, will win the player, and they will be added to the winning teams roster

N. Player Changes and Issues

- N.1. Gamertag Changes

Gamertag changes must be submitted to your owner, so that your name can be changed on the roster, if you wish to change your name on the site, please purchase a name change in the leagues shop.

- N.2. Position Changes

A player may switch positions once (1) per season, the change will not take effect until the following week, and may not happen after the trade deadline.

- N.3. Filing a Complaint

Any player or any person in the league may file a complaint against anyone for any reason they see necessary, please keep your reference number for future issues, or details to be added or resolved.

- N.4. Trade Requests

There will be no official trade requests, you may request a trade to your owner, but he is not required to trade you, and if you do not play, you could be blacklisted. You may buy a force trade through our store if you wish to be traded, and by doing so, your owner must trade you within 2 weeks.
